This is the Wishing Arch at Magheracross on the North Antrim Coast, in Northern Ireland.
I've parked in the carpark on the headland countless times (you can see my car on the other side of the fence). Normally this provides a great view of the ruins of Dunluce Castle to the east and back to Portrush in the west. It's always worth exploring and this one only requires a short walk back to the west; the tricky bit is the last fifty yards, over the guardrail and down the steep slope to the edge of the cliff, but the view back is spectacular with the limestone archway directly under the carpark - I'm ashamed to say I didn't even know of its existence until last week.
